Regarding your comment at the end of the episode: turning a human (an innocent in addition to that) is a punishment for Bill because he doesn’t want it, for another vamp it wouldn’t be that bad because hey they get to drink a whole fucking human and they might even enjoy that whole process. The magistrates thinking is probably, well he likes Humans so much and distances himself from Vampires so it will hurt him (in a psychological sense) to basically kill a human and at the same time bind a Vampire to him because Vampire children are at least for a time dependant on their maker and in the Harris-verse they also share a bond that hurts to be severed… so he is punishing Bill in two ways at once. Even though I have to say that Jessica sort of got the short end of the stick here which I do realize is of no concern to the Vampires XD
